I found a book that is highly relevant to the topic:
The snow lion and the dragon : China, Tibet, and the Dalai Lama / Melvyn C. Goldstein.

Most of the books on Tibet that I've come across here in the States took side with the Tibetan gov ern ment in exile. This book does not take a stance; rather it presents facts on the history of the Tibetan issue in a way that is easy to understand for a lay person. Facts and evidence are much more powerful than emotional laden arguments I believe.
The author Dr. Melvyn Goldstein is the Directory of the Center of Research on Tibet at Case Western Reserve U. who has spent many years in Tibet.
